I had pantry moths last Fall - threw away everything, took all the shelves and brackets off washed everything with bieach, sprayed poison in all the brackets, invested in air tight containers to store everything. I literally don’t put any boxes or bags in cupboards. I put rice and pasta in the freezer when I bring it home for a week before dumping it in air tight container. I washed every can and jar. I put peppermint oil in the pantry with traps. Went 6 months with not one moth and all of sudden killed one. Checked my trap and 3 more dead ones in there. Do these things hibernate somewhere? Will they ever be eradicated?
