Thanks for this note. We’ve sifted through our archives and are unable to find a proverb that is close to the one your father used to say. 

We do mention fog in several places in our Weather Lore calendar: “Fog in January brings a wet spring/Fogs in February mean frosts in May/For every fog in October, a snow in the winter.” 

Fog on a mountain is a fog of its own: Upslope fog is caused by moist winds blowing toward a mountain and gliding up, causing the air to rise and cool, meeting the dew point temperature and forming fog.
